Policy and Planning Department
Introduction
The Policy and Planning Department has a role of ensuring that policies and objectives of the Ministry are maintained and coordinated in an effective manner on a continuous basis as well as reviewing these policies and objectives and making necessary changes to reflect the current demands of the agricultural sector. The Department also has the mandate for overall Policy formulation coordination, programme planning, monitoring and evaluation, budgeting, donor co-ordination and mainstreaming gender and HIV/AIDS and other cross cutting issues within ministerial programmes.
The department has two branches and the following are their functions

The Functions of the branch - Coordinating sector performance analysis through various agricultural tools and studies; - Coordinating policy formulation, analysis and advice as well as preparing Cabinet memoranda on agricultural policies; - Maintaining an agricultural statistics database and provision of early warning information on food security; - Mainstreaming gender and HIV/AIDS and other cross-cutting issues within ministerial programmes - Analyzing the socio-economic impact of the Ministry’s policy on agricultural development, which will include impact of government, donor, private, NGOs aided programmes., structure of the market and gender issues in agriculture | The Functions of the branch - Coordinating the preparation of Ministerial programmes and projects to be implemented; - Coordinating the preparation, of the Ministry’ Strategic Plan; - Coordinating the preparation of the Ministry’s annual work plans and budget; - Designing and operationalising the monitoring and evaluation system; - Monitoring and Evaluation - Coordinating Regional and technical cooperation agreements in the agricultural sector and maintaining a data bank of all agreements; - Donor Coordination - Developing and building information systems and databases on development programmes; |
